Open Photoshop. Select "New," and make the size and resolution whatever you want for your project.

Fill the background layer with light blue. Go to the "Layer" panel and click the "New Layer" icon. Then select the "Pen" tool and draw a pointy wave shape.

Use the "Convert Point" tool to change the top points to sharp curved waves. Right-click on the outline and select "Make Selection." Change the "Foreground" color to a darker blue, select the "Paint Bucket" tool, and fill the selection with the color.

Change the "Foreground" color to white and select the "Brush" tool. Select a rough brush tip. Click in the selection to add foam. Then click "Select" and click "Deselect." Now paint a little foam outside the previous selection as though it's spray. And that's it.
